The Question

• How might freight transport develop and what opportunities might emerge for the North of England up to 2043?
• What would the benefits be of a strategy to maximise the economic opportunities while minimising the environmental costs?

The Solution

• Set out an integrated package of public sector interventions to encourage investment in rail and port-based distribution in the North of England to reduce the cost of distribution services, while also generating employment opportunities and reducing its environmental impact
• Developed baseline multimodal O-D matrices for freight for Great Britain and forecasts up to 2043 using the GB Freight Model
• Recommended a range of public sector interventions relating to freight transport infrastructure and planning policy, as well as softer measures to encourage more distribution activity across the North of England.
• Packages of interventions appraised using the GB Freight Model

Outcome

Strategy concluded that some £50 billion of economic benefits could be secured up to 2043 to justify public sector investment
